The cost of living in Western economies continues to rise sharply and can be expected to increase further as oil prices rise worldwide. Anyone choosing to reduce their commitment to work and to enjoy more leisure time can expect to live a very restricted lifestyle as opposed to when they were working full time and will see their ability to maintain a comfortable lifestyle gradually decline over time, as the purchasing power of their income is eroded by inflation.
The cost of living is rising exponentially in areas that affect these people the most, utilities (power, water, gas) petrol, food, travel and recreation.
Furthermore, western economies are fast becoming highly regulated societies with new legislation forever increasing infringements of basic civil liberties that detract from the quality of life that can be achieved there.
By choosing to live either full or part time to Vietnam, a luxurious lifestyle is readily available to ILV residents that would not be available in a Western Economy on their limited resources and they can be involved in a vibrant and exciting culture that will increase their enjoyment of life in a climate that is warm and pleasant, amongst some of the happiest and most pleasant people on the planet.
ILV is seeking joint venture partners to assist them in realising the goal of a chain of Lifestyle Villages along the coast of
The Lifestyle Villages will be modelled on similar successful villages in
Initially a prototype village will be developed at either at Vung Tao or Cam Ranh Bay and once the concept has been proven, further Villages will be developed at other locations.
The Concept
The Lifestyle Villages will be established on lease-hold land with an extended lease of at least 30 years with Village residents owning the villas in which they live and paying a “ground rent” for the use of the land and associated infrastructure and facilities of the Village.
Residents can live in their Villas for all or part of the year and, when not in residence, can offer them for rent to increase their cashflow and a small number of villas in each Village will be developed for rental income only, to allow residents to invite family and friends to visit them in
Premises for businesses to operate will be established in and around the village to service the needs of the residents and the local community.
These businesses will include, but not be limited to, restaurants, bars, shops, laundry, furniture workshops, market gardens, medical centre and pharmacy, aquaculture, orchards, craft workshops, educational facilities and trade schools.
Village residents will be encouraged to assist the businesses to prosper, as mentors, investors and of course customers. This will be achieved by the residents passing on some of the skills they have gained during their working lives to the local entrepreneurs who will operate the businesses.
The businesses associated with the development will be heavily involved in the construction and operation of the villages and will form an integral part of the overall community that the village will create.
A small selection of villa designs will be offered with the main product being a 2 bedroom 2 bathroom model with extensive al fresco living areas, set in tranquil, tropical communal gardens employing innovative construction methods to reduce construction times and costs and utilising as much local content as is possible to achieve the quality of villa desired and to stimulate the local economy.
The design of the villas will be energy efficient and utilise technologies to minimise power consumption and water usage to reduce the carbon footprint and energy costs.
Businesses will either develop their own premises and, similar to residents, pay a ground rent or will lease premises developed by the Village to operate their businesses from.
The goal is to achieve a harmonious lifestyle where the residents who live there can interact daily with the local businesses that serve them and also perform useful functions that give their time spent in Vietnam both meaning and worth.
As future villages are developed, exchange programmes between villages will be developed to allow residents to experience various regions of the country living in similar style homes with similar facilities to hand.
The Villas will be set in exotic native gardens that are maintained by the Village operators in conjunction with the residents that will add to the quality of life within the villages.

The People
Marijan Cace and Duncan Walker are two very experienced Western Australian building professionals who have a desire to live in
Vietnamese and expatriate joint venture partners will be encouraged to collaborate on single or multiple villages. Local entrepreneurs will be recruited to establish businesses within the villages and local personnel will be employed to work within the village.
The Residents
Careful selection criteria will be established to ensure that the residents living in the resort share the overall vision of the village to live in harmony with the local community and to give back of their time and money to assist the local people to prosper in their lives.
Restrictive covenants will be developed to ensure that disruptive and or uncooperative residents can be removed from the village if they prove to be a disrupting or anti-social influence on other residents.

The Timing
Ø February/March 2011 – a fact finding tour of Southern Vietnam was carried out by Marijan Cace and Duncan Walker including the Mekong Delta,
Ø Vung Tau and Cam Ranh Bay were selected as the most prospective sites for the first village to be developed.
Ø Full business plan to be developed when the cost of land, construction costs and rental income can be accurately calculated.
Ø Concept to be fully developed and documented and agreements with Vietnamese Joint Venture partners in place by mid 2011.
Ø Land negotiations and establishment of leasehold for prototype village as soon as practicable.
Ø Construction of a block of 3 storey shops/offices/apartments to establish an operational base on the land and marketing and sales of villas in late 2011.
Ø Contracts in place for the construction of villas by early 2012
Ø Establishment of a minimum of 10 villas and basic infrastructure by December 2012

Born in 1954 in the United Kingdom Duncan studied at the City University London and graduated in 1978 with a Bsc Civil Engineering ( Hons) and emigrated to Australia in 1980 and has been based in Perth since then where his two sons live.
Duncan has extensive experience in all facets of the property development and construction industries and has worked all over the world in high rise construction, gas and oil, resource development, subdivision of land and has worked extensively in Asia including Indonesia, Singapore, India, and Papua New Guinea and has a love of the tropics as well as having lived and worked in Iran, Kazakhstan, America and the UK.
